Mid-Year Data Update: Tracking Our Impact

We are committed to tracking key metrics to measure the efficacy of our programming. Below is a comparison of our mid-year 2026 numbers (January–June) against our full-year 2025 totals (January–December).

Last year, OAR had a record number of walk-ins — and we're on pace to break that record in 2026, averaging 658 walk-ins per month and as many as 58 walk-ins per day. Our Sunflower House residents have increased their full-time employment, and the number of individuals we've placed in rehab is already nearing double our full-year 2025 total. OAR verifies insurance, contacts rehabilitation facilities to confirm availability, and typically transports clients within 4–5 hours.

We've also significantly expanded the number of clients we're able to house, thanks to the 1115 Waiver program, which expands the use of Medicaid funds to cover short-term housing for high-need individuals (see box at right). OAR currently provides rental assistance to over 16 individuals, at a cost of more than $20,000 per month — in addition to the 19 individuals housed within OAR’s Sunflower, Endeavor, and Peer Crossings Housing programs.

This year, we launched a new Transportation program, using 1115 Waiver funds to provide rides for clients attending job interviews, searching for housing, and getting to medical appointments. OAR's transportation services have been so successful that we now account for over 60% of all 1115 Waiver transportation services in the Southern Tier.

What is the 1115 Waiver?

The 1115 Waiver is a Medicaid pilot program that allows states to test new

ways of using federal funds to address Health-Related Social Needs (HRSN)

— including temporary rent, utilities, and housing support. It's built on the

idea that stable housing improves health outcomes and reduces overall

medical costs.
