Code Blue is a state of emergency mandating warm shelter for all homeless people when the weather drops to below freezing. It is a coordinated effort, and we the newly opened permanent cold-weather shelter in Ithaca, NY, is a new addition to the fight to keeping everyone safe during winter weather.
